Phillip "Phil" Funnie is a supporting character in Doug.

He is the family-obsessed father of Judy, Doug and Dirtbike Funnie, and the husband of Theda Funnie. He is a clumsy, awkward dad who works as a photographer at the Busy Beaver department store. At one time, he decided to begin his own business, but that didn't work out, so he went back to his old job. He gives Doug advice often, but usually this advice is useless or irrelevant. Phil is a hardworking, and is rarely seen at home. He even had spasms of overworking through the night into the morning. He and Theda freely let Doug go wherever he wants without even needing to tell them in advance. Combine that with their other dubious parental traits. He has experience with building kites, as he helped Doug make the Funnie 5000.

During a fair number of episodes of the Disney series Phil tries to give Doug "the talk"; however, he stumbles and goes about it in a really roundabout way. When Doug realizes that his dad is talking about intercourse, Doug reveals that he already learned about it in school and proceeds to tell his father about it off-screen in a quick and easy manner.
