Mr. Shellacky is very childish and immature and usually jokes around or goofs off. Despite being a nice guy, he rarely takes things seriously and is known for his extreme pacifism.
While not stated, it's possible he's mentally ill and needs medication; or he's even a lunatic who stole the real Shellacky's identity. Given he caused the school vice-principal to quit and go on the insane idea of being a superhero.
